Biological Regulatory Specialist / Project Manager
While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. Preference will be given to candidates near San Luis Obispo, Bakersfield, or Fresno.
Overview of Key Duties and Responsibilities:
Technical Work
- QAQC and Oversight of technical studies and environmental documents, including biological resource assessments, jurisdictional delineations, and permit application packages
- Identifying optimal permitting pathways and environmental constraints for complex projects, and developing required technical studies and application materials
- Advising project managers and clients on environmental permitting
- Travel within California (with overnight stays) when needed
- Experience in State and Federal Take permits for the following special-status species within California's Central Valley, including blunt-nosed leopard lizard, San Joaquin kit fox, burrowing owl, giant kangaroo rat, Tipton kangaroo rat, and San Joaquin antelope squirrel
- Managing and completing moderate-sized projects and major tasks of larger projects in a largely unsupervised manner
- Coordinating and tracking assignments, scopes, schedules, budgets, and deliverables
- Serving as Rincon’s primary project point of contact for the client and regulatory agencies
- Managing staff and subcontractors
This Job Might Be For You If You Have The Following:
- BS or MS in Biology, related field, or equivalent from an accredited university or college
- A minimum of 5 years of progressive and successful environmental consulting experience in the above-mentioned technical and project management areas
- Demonstrated past/current successes in supervising employees, being solution-oriented, and fostering positive relationship with staff, clients, agencies, and subconsultants
- Demonstrated experience with:
- Regulatory permitting
- Regulatory compliance oversight and monitoring
- Restoration planning, habitat management, mitigation monitoring
- Consultation with local, State, and Federal agencies (i.e., 404, 401, NFMS/USFWS Consultations, BLM BA/BEs, special use permits, CDFW/USFWS ITPs, HCPs)
- Utility, energy, transportation, or water projects

The base salary range for this full-time position is $99,000–$136,000, plus a generous benefits program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
