Rincon Consultants, Inc. is seeking a GIS Services and Systems Administrator to join our Data and Technology Services team and take a lead role in managing, integrating, and optimizing our GIS infrastructure. This position is critical for ensuring the smooth operation of our Esri enterprise portal, ArcGIS Online, and associated data management systems. The ideal candidate will have experience in GIS systems administration, license management, and operational support, with a strong focus on strategic growth, and enhancing the performance of our GIS platforms.

As the GIS Operations and Systems Administrator, you will be responsible for overseeing the technical infrastructure that supports our GIS operations, including server management, user access control, data integrity, and software license administration. Your expertise will help us streamline our GIS processes, manage enterprise-wide data, and ensure that our team has the tools and resources needed to deliver high-quality geospatial services to our clients.

This position offers an excellent opportunity to apply your GIS administration skills while working alongside a collaborative team. While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Los Angeles, Oakland, Sacramento, San Luis Obispo, San Diego, Santa Barbara, and Ventura. Please note, this position is listed for the City of Ventura but is also available at all the locations stated in this job description.

Overview of Key Duties and Responsibilities:
  • Manage and administer Esri Portal for ArcGIS Enterprise, ensuring optimal performance, security, and availability.
  • Oversee ArcGIS Online organization, including user account management, content administration, security, and data governance.
  • Coordination of the deployment, configuration, and maintenance of ArcGIS Portal, Server, DataStore, and Enterprise Databases, ensuring system stability and performance.
  • Administer software licenses and credit management to ensure efficient allocation of resources.
  • Support the development, deployment, and maintenance of custom GIS web applications and tools including Field Tools.
  • Monitor and maintain GIS databases, ensuring data integrity, quality control, and accessibility across the organization.
  • Provide technical support and troubleshooting for GIS-related software, hardware, and network issues.
  • Collaborate with internal teams to develop and implement best practices for GIS infrastructure management.
  • Train staff on the use of GIS platforms, tools, and best practices, providing ongoing support and troubleshooting as needed.
  • Stay informed about the new trends, tools and best practices in GIS technology, making recommendations for improvements to our GIS infrastructure.
  • Maintain, update, integrate, and design geospatial databases. Convert and clean data from non-GIS systems into GIS formats, utilizing scripts, queries, and other tools to address missing or incorrect spatial and attribute data.
  • Assist in designing, developing, testing, and implementing GIS applications to meet customer and enterprise requirements.
  • Maintain well-structured file systems for both spatial and non-spatial data, ensuring cleanliness and organization.

This Job Might Be For You If You Have The Following:
  • Minimum of a Bachelor’s degree in Geography, Information Technology, Computer Science, or related field with an emphasis in GIS (or a GIS certificate from an accredited school)
  • At least 2 years of experience in GIS systems administration, including experience with Esri software and platforms (ArcGIS Enterprise, ArcGIS Online).
  • Experience with Microsoft cloud environment including Azure virtual machines
  • Strong technical skills in management enterprise systems, including experience with server configuration, database management, and software licensing.
  • Experience in managing user access, security protocols, and data governance within GIS platforms.
  • Proficiency in troubleshooting GIS software, hardware, and network issues, with a strong understanding of IT and networking concepts.
  • Excellent organizational skills, with a keen eye for detail and a commitment to maintaining high quality data standards.
  • Ability to work effectively within a group, as well as independently; must be able to work well with local and remote team members.
  • Detail-oriented with the ability to multi-task in a fast-paced environment, and to manage multiple projects, deadlines, and priorities.
  • Excellent verbal, interpersonal and written communication skills.
  • Desired:
  • Familiarity with cloud-based GIS solutions and integrations.
  • GIS systems and data integrations with platforms such as SmartSheet, Adobe suite, AutoCAD, Microsoft suite, SQL databases, Python, or R.
  • Experience deploying, managing, and troubleshooting Esri suite of field data collection applications and GPS equipment.
  • Experience with relational database management and development.
  • Understanding of software development practices, including version control and deployment.
  • IT/Networking/Hardware/General Desktop Support and Troubleshooting experience
  • R, Python, HTML, JavaScript, PHP, SQL, Visual Basic, C#, or other programming experience.
  • Experience with integrated development environments such as Visual Studio
  • Demonstrated knowledge and best practices of version control management and platforms (Git, Jira, etc)
  • Experience in API development technologies (REST & SOAP)
  • Proficient in ArcGIS SDKs and APIs, with an emphasis on arcpy and arcgis Python modules
  • Experience in Microsoft cloud automation platforms such as Power Automate and Azure Functions

The base salary range for this full-time position is $75,000 – $100,000, plus benefits and bonus. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
