Biological Regulatory Specialist / Project Manager

Rincon Consultants, Inc. is seeking a Biological Regulatory Specialist/Project Manager to support our growing team. This role is ideal for someone who enjoys navigating the regulatory landscape, managing technical and permitting projects, and mentoring junior staff. You'll work on diverse projects across sectors such as utilities, energy, water, and transportation.

While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. The ideal candidate would be located within 50 miles of our San Luis Obispo, Santa Barbara, or Sacramento offices. 

Overview of Key Duties and Responsibilities:
Technical Work
  • Identify optimal permitting strategies for complex, multi-agency projects.
  • Prepare and oversee high-quality deliverables, including:
    • Biological Resource Assessments (BRA)
    • CEQA/NEPA biological sections
    • Jurisdictional delineations and permit applications
  • Conduct or manage fieldwork, such as wetland delineations, special-status species surveys, and CRAM assessments.
  • Interpret and apply relevant local, state, and federal regulations (e.g., Clean Water Act, ESA, CESA, Coastal Act).
  • Collaborate with clients, agencies, and technical teams to ensure efficient project execution.
Project Management
  • Lead moderate-size biological assessment and permitting projects or major components of larger efforts.
  • Oversee scopes, schedules, budgets, and deliverables.
  • Serve as primary point of contact with clients and regulatory agencies.
  • Provide mentorship and direction to team members and subcontractors.
  • Uphold QA/QC processes and ensure technical excellence across all work products.
Business Development
  • Participate in client outreach, proposal preparation, and cost/schedule development.
  • Help identify opportunities to grow Rincon’s regional project portfolio and/or engage with one of our key market sector teams.

This Job Might Be for You If You Have the Following:
  • B.S. or M.S. in Biology, Ecology, Environmental Science, or related field.
  • 6–10+ years of experience in environmental consulting, with progressive responsibility across technical work, permitting, and client management.
  • Demonstrated experience in:
    • Regulatory permitting and compliance
    • Biological resource assessments (CEQA/NEPA)
    • Botanical and/or wildlife species surveys
    • Wetland delineations, CRAM, and habitat management
  • Strong written and verbal communication skills, with the ability to lead client and agency interactions.

The base salary range for this full-time position is $88,000–$140,000, plus benefits and bonus. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
