As-needed Biologist/Compliance Monitor

Natural Resources - Los Angeles, CA - Seasonal

Rincon Consultants, Inc. is seeking an As-needed Biologist/Compliance Monitor to assist with biological and environmental compliance monitoring for large and small utility and transportation projects throughout California. Experience with San Joaquin kit fox, California red-legged frog, California tiger salamander, Swainson's hawk, vernal pool branchiopods and/or desert tortoise a plus. Experience with vegetation classification and mapping, wetland delineations, and/or plant taxa identification in the southern California coastal and desert regions is a plus. As-needed positions have the potential to develop into regular, full-time positions.  

Overview of Key Duties and Responsibilities:
  • Monitor regulatory compliance conditions for a range of issues: terrestrial and aquatic biological resources, tree resources, water quality, noise, air quality (fugitive dust), BMPs, mitigation and restoration success, and/or erosion control
  • Prepare compliance monitoring reports and preconstruction survey reports
  • Liaison between Rincon, our clients, contractors and relevant agencies to ensure projects are compliant with conditions of approval 
  • Perform Biological Resource Assessments for species and describe general vegetation types and habitat conditions
  • Ability to perform extensive fieldwork on potentially difficult terrain and during adverse weather conditions, often independently 
  • Provide other as-needed support to the Natural Resources Team

This Job Might Be For You If You Have The Following:
  • Minimum B.A. or B.S. in Environmental Science, Biology, Ecology, Natural Resources, or another related field (candidates with the equivalent in knowledge and experience may also be considered) 
  • Minimum 2 years of experience successfully conducting construction monitoring on utility/transportation projects 
  • Experience conducting surveys for special status plants, identifying plants of California and the San Joaquin Valley, and identifying and mapping vegetation communities, habitats, and land cover types
  • General knowledge and experience conducting nesting bird surveys, general wildlife pre-construction surveys, and identifying plants and wildlife in California’s San Joaquin Valley
  • Central Valley species experience, including one or more of the following: hairy Orcutt grass, succulent owl’s clover, Hoover’s spurge, palmate-bracted bird’s beak, San Joaquin woolythreads, Colusa grass, San Joaquin Valley Orcutt grass, Greene’s tuctoria
  • Central Valley species experience, including one or more of the following: San Joaquin kit fox, California red-legged frog, California tiger salamander, Swainson's hawk, vernal pool fairy shrimp, Conservancy fairy shrimp, vernal pool fairy shrimp
  • Previous project approvals for handling or monitoring for the species above
  • Experience conducting compliance monitoring for the species above, including preparing and presenting a Worker Environmental Awareness Program
  • Map reading and field survey techniques
  • Excellent verbal, interpersonal and written communication skills
  • Ability to work independently in the field or part of a team
  • Experience writing field reports and monitoring logs
  • Detail-oriented, resourceful, and strong time management skills
  • Familiarity with Federal and State incidental-take permits

  • Experience delineating wildlife exclusion areas for the species above
  • Experience relocating California tiger salamander egg masses, larvae, and adults
  • Experience monitoring known and natal San Joaquin kit fox dens and excavating a known den
  • Experience conducting protocol surveys for Swainson’s hawk or vernal pool branchiopods
  • Experience surveying for hairy Orcutt grass, succulent owl’s clover, Hoover’s spurge, palmate-bracted bird’s beak, San Joaquin woolythreads, Colusa grass, San Joaquin Valley Orcutt grass, Greene’s tuctoria
  • HAZWOPER certification or willingness to become certified

The base salary range for this temporary position is $25.00-$72.00 per hour. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
