Supervising Engineer
Rincon Consultants is seeking a Supervising Engineer, who is a key leadership role responsible for managing a team of professional engineers and technical staff in the planning, design, and delivery of engineering projects. Acting as the department’s technical authority, this role ensures high-quality and timely execution of infrastructure, utility, transportation, or environmental engineering projects, following applicable standards and codes.
While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura.
Overview of Key Duties and Responsibilities:
- Direct, mentor, and evaluate a team (often 4+ engineers or technicians), including hiring, performance reviews, and professional development.
- Assign and review technical assignments; establish standards of performance, ensuring accountability and alignment with project goals.
- Oversee significant engineering projects—such as design, development, or construction—guiding technical team, consultants, or contractors.
- Manage budgets, schedules, and resource allocation to ensure projects are delivered on time, within scope, and within cost constraints.
- Review, stamp (if PE-licensed), and approve final engineering designs and plans, ensuring adherence to building codes and industry standards.
- Ensure compliance with safety regulations, environmental requirements, and quality protocols throughout project lifecycle.
- Collaborate with internal departments (e.g., procurement, operations) to align project execution with organizational objectives.
- Represent clients in interactions with regulatory agencies, utilities, and external partners.
- Develop and refine engineering processes, policies, and best practices to drive operational efficiency and quality control.
- Encourage adoption of new technologies, engineering practices, and continuous improvement within the team.
This Job Might Be For You If You Have The Following:
- Bachelor's degree in Civil Engineering (or closely related field); advanced degree preferred.
- California licensed Professional Engineer (PE).
- At least 10 years of progressive engineering experience; minimum 5 years in a supervisory or leadership role.
- Demonstrated project management experience with remediation (e.g., soil vapor extraction system design and O&M), mitigation (e.g., vapor intrusion mitigation system design and O&M), capital improvement or infrastructure projects.
- Strong leadership, communication, and analytical skills; ability to manage budgets, schedules, and diverse teams.
Preferred Qualifications
- Prior experience in public-sector engineering or municipal infrastructure projects.
- Knowledge of civil, transportation, utilities, or environmental engineering disciplines relevant to the role.
- Familiarity with regulatory requirements and agency coordination.
- Certification in project management (e.g., PMP) or lean/continuous improvement methodologies.

The annual base salary range for this full-time position is $100,000–$150,000, plus benefits and bonus. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
